The eminent German jurist and philosopher Carl Schmitt developed the concept of the decision in exceptional circumstances. Ernstfall (exceptional circumstances) is when a political decision is made in circumstances that cannot be governed by existing legal rules; in a situation that is not covered by the available law, or if it is, not sufficiently covered; when acting within the law will lead to significant negative consequences.
Since February 24, 2022, international media attention has focused on Ukraine. Russian incursions into the country shocked Western media and generated fear about the possibility of a new conflict on a global scale. So far, hundreds of thousands of lives have been lost on the battlefield, in addition to a major crisis with migratory, economic, social and agri-food impacts.
The Russian Special Military Operation symbolizes a watershed in history. Before it’s start, there existed an unipolar moment of Western universalism, the uncontested dominance of the trader’s mentality, of matter over spirit. In geopolitical terms, unipolarity was defined by the global dominance of only one civilization, precisely the West with it’s global core in the United States of America, whereas Western allies like the United Kingdom, the European Union, Japan, Australia etc.
On February 24, 2022, Russia was forced to launch a special military operation (SMO) to denazify and demilitarize Ukraine. The SMO had not only geopolitical, military and ethical prerequisites. In order to understand the significance of the SMO, it should be viewed in the larger context of Russian culture, Russian history, and Russian philosophy, which has its own tradition of reflection on war.
The Culture War understood as Total War(Kulturkampf), i.e. the ideological clash between the hegemony of Western unipolarism and the multipolar aspiration of the 'rest of the world', is a battle of the mind and ideas, it is a war of civilisations that at present only finds perfect symmetry on the military and spiritual frontier of the Donbass.
Iran was dragged into war and this is in line with Ayatollah Khomeini's ideas.
Mr President, when delivering your Address [to the Federal Assembly], you were figuratively pulling trillion by trillion out of your sleeve. As a matter of fact, you proposed an absolutely astonishing plan of the country’s development, truly astonishing. That will be a different Russia, with a completely new infrastructure and social system – nothing short of a dreamland.
Everyone understands that on the fronts of the Special Military Operation (SMO), a new elite of Russia is being forged. This is the estate of bravery (Hegel), which is to reboot the state. It is clear that the war heroes at the front are already divided into future strata: pure warriors, commanders, inventors, creators, strategists, economists.
Until recently, it was said at all levels of government that Russia is part of Western civilisation, a European country, and indeed it is, it is a child of the West, it is obvious that the West is older, more central and more responsible to its own civilisation, or one can even say that the West is a father, a parent. According to the formula 'Russia is a European country', the West taught Russia what it could do and what it could not do. Yes, the baby was huge and formidable but, from the West's point of view, wild, stupid and probably sick.
The Russian authorities are eager to demonstrate compliance with certain rules in the war in Ukraine. The West has believed since the beginning of the SMO, and in fact since 2014, with the annexation of Crimea, that Russia had broken the (beneficial to the West) rules. And even if it did not, it would mean nothing. Therefore, the West is playing without rules against Russia.
