Mariano Rajoy, leader of the conservative Popular Party won a parliamentary vote to be prime minister (for a second term).

He declared to the Congress of Deputies that he would announce new membership of the government on November 3rd, next Thursday.  The Centre-Right People's Party is going to form a minority government, after gaining support from the smaller Ciudadanos party and the backing of many Socialist lawmakers.

Rajoy also said: «Having a government that cannot govern is just as bad as not having a government. I take it for granted that every day we will have to build a majority to govern the country».
