With the Taliban’s victory in Afghanistan, the Tehrik-e-Taliban Pakistan (TTP) has obtained new more sophisticated weapons and relocated fighters from Afghanistan to Pakistan’s borders and is now turning its focus again to its war against the Pakistani state. TTP has gone through a series of mergers, strengthened its media and operational activities, moved away from the indiscriminate targeting of civilians in suicide attacks, implemented a range of new internal policies centralizing its organizational structure, and settled on a localized strategy. With an organizational foundation TTP has its eyes set on the Pakistani state, the TTP appears ready to follow in the footsteps of the Afghan Taliban and take control of territory in Pakistan’s tribal areas. The Taliban victory in Afghanistan has emboldened and strengthened the TTP. With the Taliban in control of Afghanistan and sympathetic to the TTP, the TTP now enjoys a level of ‘strategic depth’ but that is has been refuted with the decretum issued by the Afghan Taliban leader.

In a proclamation echoing across regional international borders, the Supreme Leader of the Afghan Taliban, Sheikh Haibatullah, has issued a fatwa of unparalleled significance. This fatwa, is an unequivocal ban on Afghan citizens for engaging in Jihad outside the borders of Afghanistan, has sent reactions through the regional landscape of extremist ideology. The message it conveys is resounding and absolute: Jihad against Pakistan is Haram – a divine verdict(fatwa) that leaves no room for ambiguity or compromise.

The grand edict places an unassailable obligation upon every Afghan citizen to adhere unwaveringly to the religious decree of their Supreme Leader, thereby requiring them to distance themselves from the sinful and forbidden acts of terrorism. This decree comes as a striking revelation, exposing the insidious collusion between certain Afghan elements with Tehrik-e-Taliban Pakistan (TTP), a group notorious for its terror-driven agenda.

Disquieting reports have surfaced, suggesting that elements within the lower ranks if the Afghan government are covertly aiding TTP in their nefarious activities, including training, planning, and the provision of logistical support for acts of terror on Pakistani soil.

It has become evident that TTP, having successfully infiltrated the Afghan landscape, and it is exploiting the patronage of Afghan government elements to facilitate their cross-border operations and even secure manpower for their terror campaigns in Pakistan. Such revelations underscore the gravity of the situation and the urgency of the Afghan citizens' response.

This fatwa, as it reverberates regionall, brings to light several poignant and thought-provoking questions for those who have been ensnared in the false allure of terrorism in the name of Jihad. Is it morally acceptable to wage terrorism against one's Muslim neighbors while defying the orders of one's Ameer, the Supreme Leader? Is it permissible to harbor, aid, and abet terrorists who wreak havoc within Afghanistan's borders and beyond? Can one absolve themselves of sin when they knowingly provide support to those who inflict terror upon innocent lives in Pakistan?

Furthermore, in the wake of the United States' withdrawal from Afghanistan, the decree explicitly states that Jihad is no longer obligatory for Afghan citizens. Yet, there are those who still defy the Supreme Leader's command, acting contrary to his wishes and imperiling peace and stability in the region.

Is it permissible for TTP fighters to exploit Afghan soil for their sustenance and acts of terror, all the while flouting the decree of the Afghan Supreme Leader that deems such actions Haram?

The resillient people of the Newly Merged Districts (NMDs) are not to be deceived by TTP terrorists, who have been unequivocally declared enemies of peace and prosperity in their homeland. The message is clear: TTP is a curse, a 'khawariji fitna,' and their so-called Jihad is nothing but 'Fasad' – a source of corruption and disorder.

This significant fatwa, coupled with a similar decree by Pakistani Ulema in the form of Paigham-e-Pakistan, leaves no room for doubt. Terrorism within an Islamic state is indisputably declared Haram, shattering any remaining justification for TTP's war against Pakistan. The attacks perpetrated by TTP against Pakistani Muslims and their homeland are, without question, terrorist acts against both humanity and an Islamic state.

Hence, this fatwa represents a turning point, a moment of profound importance that is sure to impact the course of events in the region. The interim Afghan government (IAG) ought to wary of the fact certain faction with its lower ranks hold sympathy for TTP and should enforce this edict (fatwa) in order to make peace prevail in the areas surrounding the border regions of Pakistan and Afghanistan. As this edict stands as an undeniable testament to the unyielding stance against terrorism, sending ripples through the regional landscape reshaping the dynamics of the region and leaving no room for doubt that Jihad against Pakistan is Haram.
